In 1941, when Richard Bruce Cheney turned 13 the family of Richard Bruce Cheney relocated from Lincoln Nebraska to Casper Wyoming in the state where his father headed Casper Wyoming, where his father was the director of U.S. Department of Agriculture's regional soil conservation districts.
